Originally of the pandemic, enterprise at normally bustling Sakina Halal Grill in downtown Washington, D.C., had so slowed that proprietor Kazi Mannan determined to shut the Pakistani-Indian restaurant for a couple of months. When he reopened in July, only some clients trickled in.
